At the Vietnam Business Forum (VBF) Annual 2025, chaired by Prime Minister Pham Minh Chinh, Assoc. Prof. Dr. Ho Sy Hung, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI) and Co-Chair of the Vietnam Business Forum Alliance, delivered the opening speech and expressed gratitude to the Prime Minister, Party leaders, the National Assembly, ministries, representatives of international organizations, and the business community for attending this year’s Forum.

VCCI and the business community pledge to accompany the Government
Speaking at the Forum, the VCCI Chairman emphasized appreciation for Prime Minister Pham Minh Chinh’s close attention and guidance to the business community.
He affirmed:
“The Prime Minister’s presence and direct chairmanship at VBF demonstrates the Government’s strong determination to listen, understand, and resolve difficulties for businesses.”
In 2025, VBF carries the theme “Businesses accompany the Government in green transition in the digital era”, conveying a strategic message of long-term commitment between the business sector and the Government.
Assoc. Prof. Dr. Ho Sy Hung stated that both domestic and international businesses are ready to provide resources, technology, and expertise to help the Government realize development goals, including achieving growth of over 8% in the coming years.
Appreciating the Government’s strategic vision
The VCCI Chairman highlighted that the business community highly values the Government’s orientation, particularly two growth pillars:
- Net Zero 2050 commitment
- National digital economy strategy
These directions have created a clear roadmap enabling businesses to proactively build sustainable development strategies.

Four major directions to support the business community
1. Institutional breakthroughs and improved implementation quality
- VCCI stressed that institutional improvement is an urgent task, aligned with Resolution 66 on law-making and enforcement. Businesses need:
- A stable, transparent, and consistent legal framework
- A predictable business environment
- Resolution of tax, VAT refund, customs, and land-related obstacles
2. Mechanisms for green transition under Power Development Plan VIII and Resolution 70
- For green transition to be substantive, financial feasibility barriers must be removed for large-scale power projects such as:
- Offshore wind power
- LNG power
- Additionally, the green finance market and carbon credit system should be completed soon to support clean-energy investment.
3. Developing “soft” infrastructure for the digital era — spirit of Resolution 57
- The digital era requires a flexible legal ecosystem, including:
- Data management and protection
- Cybersecurity assurance
- Simplified e-commerce licensing procedures
- A shortage of high-quality human resources remains a major challenge. In line with Resolution 71 on education, the Government and businesses must collaborate strongly to train a digital workforce.
4. Unlocking capital flows to develop the private economy — Resolution 68
- Capital is a critical factor in every transition process. VCCI proposed continued improvement of financial mechanisms to help businesses access capital more easily, transparently, and fairly.
- VBF — A practical bridge between domestic and international businesses
- Assoc. Prof. Dr. Ho Sy Hung affirmed:
- “The Vietnam Business Forum Alliance, with the participation of VCCI and international business associations, is committed to being a practical bridge, helping resolve difficulties and promoting close linkages between domestic and international businesses to participate more deeply in global supply chains.”
